Peace? Clinton sold military secrets to China in exchange for missile
technology. The same missile technology now being passed on to Iranian
interests.
Prosperity? An artificial bubble which resulted in the 37.8% drop in the
stock market that began in January of 2000.

Racial accord? Not quite sure what this means or how one would quantify it.
I don't think Clinton did anything to help or harm "racial accord", though
the 1990s was the golden age in affirmative action, which has done nothing
but hold down minorities and create resentment amongst a great number of
people of all races in the United States.

Who wrote the Constitution anyway?

I assume you are talking about Jefferson, since he founded the
Democratic-Republican party which later became the Democratic party. Funny,
since I know of no modern Democrats who are particularly Jeffersonian in
their way of thinking. At any rate, Jefferson was not even present at the
1787 Constitutional Convention.
